Korel Constitution

I've been working on it. Its bare bones right now. Any help working on it would be appreciated.

Preamble
The people of Korel, each in their own sovereign nations, agree that in our pursuit of rights and privileges appropriate to each nation that certain rules must be established and maintained.

Article 1 – Member VS Citizen
1. Any nation that joins Korel is considered a member nation. After joining the forum and being active for 1 month, the member nation will be considered a citizen nation.
2. Citizen nations may apply for government positions and propose amendments to this document.

Article 2 – Gameplay VS Roleplay
1. No nation will engage in a raid on any other region within NationStates.
2. Should a citizen nation be called to assist in the defense of a region currently attacked by a raid, the nation must inform both the founder and delegate prior to engaging in a regional defense for security reasons.

Article 3 – IC/OOC Government Structure
1. The government will consist of the founder, delegate, and three other nations on an In-Character (IC) council. These nations may consist of alternate or puppet nations provided the player is consistent in roleplaying the nations.
2. The IC council will be elected every six months, with the exception of the founder, starting in January 2011.
3. The OOC Government will consist of the founder, delegate, and one other nation to determine any OOC conflicts that may arise.
4. The OOC Government will be elected every six months, with the exception of the founder, starting in January 2011.

Article 4 – Crime and Punishment
1. All laws passed by the OOC and IC council will be expected to be followed. Refusal to follow these laws will result in a trial.
2. Anyone accused of breaking a law, whether IC or OOC, will be notified and trial date set, not to exceed 14 days from the date of accusation.
3. Accusations should be made on the forum and not the regional message board (RMB).
4. Trials will be held by the appropriate council, IC or OOC. If the accused or the accuser sits on the council, there will be a substitution to be agreed upon and chosen by the rest of the council.
5. Punishment will be decided upon by those that held the trial as a whole and it will take into account the past history of the individual.

Article 5 – Amendments
1. Amendments may be made to this document through the forum by any citizen nation.
2. Proposing an amendment will set into motion the debate on its merits and flaws prior to being brought as a vote.
3. Amendments must pass with a 3/4 ratification by all citizen nations.

3 months might be a discouragingly long period of time. I'd have gone with only 1 month myself.

Also, I think amendments should require at least 3/4 of citizen nations.

I think the accuser, if he's on the council, should be substituted, too, if the infraction is between two people.
