The Return of the Imperial Republic

For quite some time, there has been silence from the Imperial Republic of Rutianas. For those who knew about the civil war, it's been hard getting any news of Shein's location. It's been a closely guarded secret. But recently, even that stopped. No communications went out. It's like the communications relays went dark.

However, just today, a message finally penetrated the borders of the Imperial Republic. A Rutian News Net broadcast with the news that the civil war has ended and the Imperial Republic is back open for business. There is nothing in that short burst regarding Shein or his family.

Shortly after, Burninites attempt to use their old diplomatic comm frequencies to contact Emperor Darson. Just a general 'hullo?'

Though the author having been Jenova, rather then just say 'hullo,' it says something more like "Emperor Darson? This is Jenova. Do you read?"

It takes a bit, but there is a response. It's not from Shein though. It's from Arren. "Jenova, Shein would have responded himself, but he's busy. He's fine and apologizes for the lapse in communications. We had to turn normal communications off. Long story." Short and to the point. Arren is likely busy as well, but they didn't want to let the message go unanswered.

Jenova responds that she is glad to hear it, and glad to see the Rutian Nets back up. She will not bother them again unless called.

We the Centauri would like to officially welcome the Imperial Republic of Rutianas back into the galactic community. It has been a tumultuous few years since our last meeting, and much has changed in the galaxy. If you wish, we can provide you with the requisite communications information to contact powers that have emerged within the last few years, and aid you in making contact with them. I remember well still our first meeting several years ago and hope that we may be able to exercise a relationship of mutual contact in the future, beginning with some kind of talks, perhaps. If there is anything else you would request of us, please let us know.

An encrypted message is sent out to Shein by Dmitri.
"Shein? Are you there? This is Dmitri. What happened? Did you win?"
Obviously, beside the obvious of a civil war. A bit of concern that Shein's side lost the war.

Two messages are sent out, both from Arren. The first to the Centauri. "Thank you and we accept the offer for ease in introductions." The second is encrypted and goes to Dmitri. "Shein regrets that he's too busy to respond himself. Yes, our side was victorious, though not without losses." No, he does not elaborate on what those losses are.

While Christana has not had previous contact with the Imperial Republic, it congratulates its return to peace. Christana would welcome relations with their neighbor. Ruianas is welcome with open arms in Christiana.

Heraklea sends regards to the Imperial Republic, as well as Commodore Tau Charo as an official ambassador to establish diplomatic and trade relations.

A brief message is sent to Christana stating that they regretfully cannot send anyone at this moment to open diplomatic and potential trade negotiations, however, they may send someone if they so desire.

The Heraklean ambassador would be met at the borders of Rutian space and escorted to Rutia, the Capitol of the Imperial Republic. Upon landing, though the only available landing time is during the night, the Commodore would be met by several Rutians in military uniform. Only one approaches. "Herr Commodore, I am Lieutenant Arren Kelich, head of his Imperial Majesty's Guard. I was asked to meet you here and bring you to the Jade Palace. I do regret to inform you, however, that a meeting with Emperor Darson is not possible at the moment, though his son, Prince Christian Darson, will be able to meet with you to discuss anything you wish." His accent is similar to a German one.

Christana understand and sends Price Holster as a repersentitive of the government to the republic.

OOC: I don't really have the time to do an extended RP, so I'll keep things short.

Commodore Charo lays out his government's proposal for long term relations, including the potential for trade (Heraklea exports agro-products, metals, alloys, ships, electronics, prosthetics, luxury items and does security contracting for trade convoys, facilities and VIPs).  He also invites the Imperial Republic to join as a state party to the Interstellar Commerce Security Compact, an anti-piracy treaty that involves intelligence sharing, anti-piracy patrols and strikes and rules for final disposition of captured pirates.

The Dominion of Veridia Prime, itself currently in self-imposed isolation, did not respond to the news net story. The Dominion had only recently emerged on the galactic scene when the Imperial Republic of Rutianas had devolved into civil war. They had, since that time, heard the stories of the great and militarily powerful Rutianas but had, as of yet, come across one of their species. At the moment however, the Veridian government did not have the capacity to engage in any sort of diplomatic banter as they had internal issues to resolve themselves.

The Christanan representative gets the same greeting and is taken to the Jade Palace as well. Since the Imperial Republic does not know the two nations, they do not tempt fate by meeting them at the same time. While the Prince is with the Heraklean ambassador, the Christanan one is given a tour of the Capitol city on Rutia.

Prince Christian Darson is only thirteen years old, but is quick on the uptake and able to follow the conversation easily. He's even able to ask intelligent questions. After discussion, he agrees to consider joining the Interstellar Commerce Security Compact. Trade agreements could be drafted for review and potential agreement. Once things are settled well enough, the Commodore would be taken on a tour as well and shown several locations that a long term embassy or consulate could be set up.

When his tour was done Price would offer the Prince a trade agreement, a pact of non aggression in which neither party would attack each other, an embassy offer and a warning. The warning stated that Heraklea who they knew also met with the prince as stated to the international community would offer the prince a chance to join the compact. The compact was more of a military alliance than an anti piracy agreement and would drag Rutianas into unnecessary violence.

The young Prince listened to the warning with a small smile. "I cannot predict what we will do there, but considering we're still rebuilding, I doubt we want to get entangled in another militaristic operation right now. That includes being on the lookout for and chasing pirates. Not to mention, their version of piracy differs from ours." The non-aggression offer is well received and signed on the spot. So the kid does have authority to agree on things. Details of a trade agreement are worked out. The offer of an embassy is also well received and a location in the Capitol city worked out. A reciprocal embassy would also be discussed for the near future once things in the Imperial Republic are settled enough to allow for an ambassador to be sent.

I have heard that you have been visited by a representative of the Christanan government.  Your country's foreign affairs are your business, though I warn you that the Christanan government has a history of lying about Heraklea to suit their own bigotry and undermine our attempts at peaceful cooperation with foreign governments.

Burninite trade leviathans do tentatively show up at Rutian ports to discover what treatment they will receive.

As long as they identify at Burninites with proper codes that were active before the civil war, they're welcomed.

I will take it under advisement. I am assuming that your two nations have a negative history together. I would also assume that neither of you will allow those negative feelings to affect any negotiations that we may engage in in the future.

We do have such a history. We continue to have poor relations with each other. In fact, we don't really have any relations with them at the moment except through third parties. We would not allow such a history affect our relationship with your government, however.
