We will take your advice into consideration. My advice to your government, should you choose to relay it, is to prepare for the worst possible outcome, which would be complete withdrawal of all Ordenreich armed forces. This is a worst case scenario so its not likely to happen but prepare to fight out this cold war without us all the same.

*The sonic grenades worked like a charm. Save for a few blown ear drums and some other complications almost all the rioters were knocked unconscious by the grenades. Wounded soldiers, police, and rioters alike were being sent to hospitals for treatment while clean up crews were being sent through the embassy quarter to asses the damages (which the Ordenreich was prepared to compensate their appropriate governments) and make sure the embassy staff of each government were safe. They also began picking up the debris and making the city livable again. The Hochmeister was busy getting ready for talks so he could only prepare a short speech. In it, he assured the galactic governments and other Ordenreich worlds that the riot was a local affair that has been properly dealt with and it would not change the status quo or influence the upcoming negotiations. He also mentioned that all foreigners that suffered damages either to their body or their property would be appropriately compensated and the Ordenreich agreed to cover travel expenses for any families that wished to return to their appropriate empires.*

(OOC: P.S. @Heraklea: I was trying to generate a little human emotion with the whole inter race family being destroyed in the riots. Apparently your people are robots )

The Rheans offer some medical aid, as a relatively neutral power, but that's about it.

We understand that doing so might be a radical move, and that you may not wish to permit foreign memegeneers access to your populace, but a properly memegeneered society is the cornerstone of advanced spacefaring civilization. That won't be necessary. The Ordenreich will never utilize mind control against its own civilian population. Thanks for the offer but your suggestion would go against everything the Ordenreich stands for. While we do overlook it with your people because their your people we cannot do it to our own.

*Shortly after the other empires sent their recommendations the Hochmeister and Citizen's Guard leaders began their negotiations. There was a great media spectacle of the leaders of the two factions shaking hands and extending pleasantries before they entered the High Citadel just outside New Konigsburg. When they entered Ordenreich Paladins escorting the two groups closed the doors behind them thus cutting off all public contact with the leaders. Now the Ordenreich and other nations could only wait for the results of the meeting. The negotiations behind closed doors went all for almost 9 hours before finally the leaders emerged from the High Citadel. The media cameras were on them immediately as the Hochmeister began to speak.*

Micah: People of the Ordenreich, after hours of negotiations my government and the Citizen's Guard has come to an arrangement regarding the future of the Ordenreich. Now I know many of you are anxiously awaiting the results of our negotiations so I will be brief and cover each demand of the Citizen's Guard. One, the Ordenreich will no longer grant widescale support to the Compact in military affairs but will instead delegate itself to a support role. The Compact will have access to Ordenreich Artillery Fleets and Carrier Groups but after the Praos campaign is over front line ships and troops will no longer be deployed on behalf of the Compact. They will remain within the Ordenreich sphere to be used for defense in the event of war. Two, the Ordenreich Hierarchy will accede to the demands for a elected government to be established by the civilian population. We have agreed to a compromise that while the elected government will have full power over the domestic affairs of the Ordenreich including domestic trade, the Hierarchy will retain full control over the military, foreign affairs, and foreign trade. In addition, the individual planets and colonies of the Ordenreich will be granted the authority to establish "Themes," or local armies recruited from the local populations to defend themselves. Full authority of these Themes will be restricted to the planet that created them to be used as the local government sees fit. O.S.S.C. will retain control of fleet defense of these planets and colonies and will also agree to train and equip these Themes will standard Ordenreich knight gear. Three, the Ordenreich military will not include any "Humanization" classes as the Themes discussed in point two erases that problem entirely. The Ordenreich military and O.S.S.C. will continue to retain the same amount of respect they afford the civilian population as before which the Citizen's Guard and Ordenreich agree is sufficient now that the Themes will take over local military control. Point four we have discussed in point one. While the support portions of the Ordenreich military will continue to back up our Compact allies and we will continue to adhere to the Anti-Piracy laws set down by the Compact, all front line ships and soldiers will return home. The Ordenreich is prepared to offer a lend-lease program where all Compact members will be allowed to buy Ordenreich weapons of war like our Kaiser Super Heavy Tanks and carriers including our drone squadrons but FOABs and Ultra-Dreadnoughts will remain top military secrets. I would like to thank the Citizen's Guard for their civility in bringing their grievances to my attention and hope that these changes will bring an even greater future to the Ordenreich! For the Hierarchy! For the General Assembly! Fur Den Auftrag!

*As the Hochmeister finished his speech thunderous applause erupted from the people gathered to hear it. All across the Ordenreich different sections of the Citizen's Guard celebrated the changes and prepared to celebrate the new reforms. A day later they would be back to work and the Ordenreich military industrial complex would be back into full swing. Over the next month, elections would be held to establish the new General Assembly (the name for the new elected civilian government) and when the General Assembly would assemble for the first time the Hochmeister would officially transfer power over domestic politics and trade to the new government branch*

Memegeneering is not mind control, honorable Hochmeister, in spite of those who misinform others to believe it is so, which is in and of itself a form of memegeneering. True mind control is a brutal form of coercion and an atrocity the Governate cannot endorse. Memegeneering is the modifying the transmission of cultural ideas - in a certain form, memegeneering has existed since the dawn of mankind - were there not always artists and priests who shaped the cultural values of civilizations through time? In the beginnings of modern society, government propaganda and corporate advertisements became the predominant form of memegeneering, and as the 22^nd century dawned on us Centauri we elevated memegeneering to a science, based on our knowledge of group psychology, and have engineered the memes solely for the benefit of society, as one might engineer a plant's genes. Your society has its own memegeneers, though they may not call themselves such, and many of them are out of your control, which is a dangerous situation to be had. We encourage you to embrace our example and take control over the memetics of our own population before it becomes too late.

Nevertheless, we respect your authority and your decision, and will not dwell further on the issue.

To the people of the OrdenReich: I, Brother Pravin Lal, Planetary Governor of Alpha Centauri, do commend the results of the recent negotiations between the Hierarchy and the Citizens' Guard. The people of the OrdenReich have made a bold move towards democracy and self-governance, and we praise the peaceful attitudes of the Citizens' Guard in seeking change, as well as the Heirarchy's peaceful resolution to the crisis, and hope to continue to enjoy good relations between our polities at large. However, it would be remiss if we did not mention the suffering that many foreign nationals had endured on Livenstein during the course of the riots - and, in the case of Knight Commander Aaron, one of their own. We thank the law enforcement of the OrdenReich for their prompt reactions in protecting our civilians from would-be Neo-Nationalist assailants, but we must stress to the people of the OrdenReich that xenophobia is a dangerous attitude to hold in these tense times. I hope that in time, all peoples of the galaxy will embrace the unity of the sapient experience, and come to treat regard all sapient beings with the rights and respect that they do deserve.

Jenova tells her Ordenreich ambassador that she is quite proud of how far the Hochmeister went in meeting the demands of the protesters -- certainly far further than he was required to go to quell their protests.

She throws a feast for the diplomatic staff in celebration of the success of the nonviolent movement.

“The Hochmeister has made the decision that he feels best serves the needs of his people. Such decisions are not made lightly and we applaud the Hochmeister for finding a solution that offered no further loss of life. We offer to him the hopes of the Heraklean people that this nation continues to find peace in its dealings. We hope that one day the Ordenreich will once again realize the importance of cooperative relationships in dealing with matters of security and defense, and on that day we will embrace mutual defense pacts with the Ordenreich wholeheartedly. We urge the Ordenreich, after its time of rearrangement, to again join us in our efforts to end piracy in this galaxy, especially on the long unguarded Centauri-Veridian and Ordenreich-Bastian trade lanes.”
