*The various Tosevite broods had always been fighting. Since before anyone could remember the broods had been at war. As a result the broods never got very far developing a culture beyond a warlike one. The only reason nuclear technology and ICBMs were able to be invented was due to the brood known as the Noki Brood which maintained isolation deep in Tosev's mountain ranges. Occasionally one of these Noki Broodlings would wander out of the mountains and be captured by the warlike broodlings which would force him or her to create weapons of war for them. Eventually one of these rare Noki created the nuclear bombs that threatened the planet and soon enough every brood had these weapons. With the warlike nature of the Broods this seemed inevitable. Sure enough a week or so after the arrival of the Ordenreich, Centauri, and Herakleans the Broods finally pushed the red button. The War to truly end all Wars had begun...*

(OOC: Just a warning. If you do intend to launch ground ops (Heraklea) it might turn into a Vietnam esqe guerilla war so expect heavy ground casualties. Your ships are perfectly fine however unless you and Sela get into a fight)

The sensor technician bit his tongue as he saw the latest readout on the surface situation, suppressing a curse. Numerous missile launches had been reported; already it seemed that the war to end all wars on Tosev had begun. There were no time to lose: he quickly opened up the emergency hotline between Talent Emerson in himself. Breathlessly, the technician said, "Attention: sensors report indications of an Omega-Event on the surface of Tosev. Repeat: sensors report indications of an Omega-Event on the surface of Tosev."

Damn.

"The report is noted, stand down until further developments occur."

Talent Emerson sighed as he considered his next action. He and Corrina Parrish had already planned a course of action, to infiltrate the communications of one of the more isolated Broods to serve as a sample group (the Noki Brood more than served the purpose), but the Omega-Event threw a spanner into the works. It was decidedly difficult to effect any sort of memetic engineering when your target population was, for all intents and purposes, dead. It would take at least several more weeks to cause any real measurable effect, and the Event had already occurred. Thankfully, though, he did have a contingency for the matter: pass it on to the Herakleans.

Opening up a secure line to Admiral Totes, he said, "Attention, Admiral Totes. It appears that a large-scale nuclear exchange has developed on the surface of Tosev, potentially on a civilization destroying level. Seeing as your purpose here was to deal with one of these exchanges, we hope that you may be able to interfere and perhaps delay any such launches in the future, though we would prefer a subtle approach if at all possible. Talent Emerson out."

(Won't add much since Heraklea hasn't posted yet just adding some flavor text)

*Tosev nukes, because of the haphazard nature of their construction due to relying heavily on any intellectual broodlings they could find, were very crude inventions. They weren't sophisticated like the Ordenreich nukes which came in all shapes and sizes from football sized mini-nukes to giant FOABs. Tosev nukes were basic 2-3 megaton warheads mounted on primitive point and shoot rockets. Because of this flaw many nukes were actually able to be shot down by the larger and slightly more sophisticated broods which were able to construct some early anti-ICBM missile launchers. These missile launchers could carry one missile that had early vacuum tube tech computers that would be able to intercept nukes in flight. Because of this advantage some broodlings could prolong the inevitable but the Tosev's primitive ICBMs far outstripped all the primitive SAM batteries the larger broods had*

Under full military power the taskforce left its hiding place between the planet and the system's star and took positions around Tosev-3. The Tosevite nukes were easily tracked by the computers on board the Heraklean ships and as the ICBMs reached the apex of their flight, they were systematically destroyed by precisely aimed tachyon beam bursts from the energy point defense cannons.

Though it prevented the feared species ending event, there was no way the broods missed the dramatic intervention. Rather than try to hide again, the taskforce maintained their positions surrounding the planet awaiting further instruction.

“Talent Emerson, Admiral Totes. Do you wish to handle first contact at this point or shall we?”

"Admiral Totes, I will handle first contact at this point, which ideally will be minimized. Direct contact with the Tosevites is largely undesirable: we shall deal with them with more subtle methodology. A few widspread broadcasts will be the very most I would be comfortable with, any more and our operations may be jeopardized."

*To say the Tosevite Brood Lords were mad would be a massive understatement. Many of them were beyond furious and some even went into blood rages, cutting down their guards in anger over what happened to the nukes. Initially, many blamed the Noki for deliberately sabotaging the nukes and the Noki that the more warlike brood lords captured were punished by the most extreme measures at hand. One of the punishments was a public execution where the stomach of the Noki would be carefully cut open and a hook attached to their small intestine. The hook would slowly pull out the intestine little bit by little bit while the Noki was still alive. Using a combination of natural drugs and physical attacks the Noki would be kept conscious through the whole ordeal. The brood lords did this in the most public places they could find to show all their subjects what the price was for "treason." With the failure of the nukes the Broods decided on more conventional war to solve their problems. The broods had very little industrial capacity so their warriors would fight with what firearms they had but many other warriors had to fall back on the archaic weapon like the bow, spear, and axe. Many broods did have other tricks up their sleeve, however, as the nukes they didn't fire they removed the warhead from the missile and hid the weapon inside animal driven wagons. They rode these wagons into the enemy's brood settlements in secret and detonated the nukes. The nukes would wipe out the settlement and the the group that carried it in there. The cruelty of this race certainly knew no bounds.*

(OOC: If I didn't clarify this I will do so now but I will keep no secrets. There won't be any secret correspondence between the Tosevites I RP or between the Tosevites and you guys unless specifically said. Assume whatever I post you both can detect unless I otherwise specify)

OOC: How effective is the radiation shielding around the warheads, because that has an affect on their detectability?

Corinna Parish entered Talent Emerson's command center plaintively, having just read the latest reports about the situation on the ground. The immediate problem of the nukes had been stopped, but it seemed that the Tosevite appetite for slaughter was insatiable. Conventional war was breaking out, grisly spectacles of torture had been staged, and warheads deployed and detonated the old-fashioned way: in person. Meanwhile, Talent Emerson turned his chair to her briefly after looking away from the console, and said to her, "So, Corrina, it seems to me that you've read the latest ground reports."

In response, Corrina offered only a faint nod.

Turning back to the console, and rubbing his forehead, Talent Emerson continued, "Awful as this all might be, there is a silver lining yet in all of this. The bloodlust and short-sightedness of the Tosevites has turned their attention away from us, and towards each other. This situation is much more workable. Already I have written a manifesto in line with the Onebrood memeplex, scheduled for deployment soon on their primitive communications networks. In short and simple terms, it condemns the cruelties of the Broodlords, analyses the negative impact of the Broodwar, and emphasizes the oneness of the Tosevite race. With any luck the memes should be salient enough to warrant spreading, and we can build off our successes. In any case, back to you, how has your study of Tosevite symbology gone?"

"Well enough, sir. Though I can't say for sure, I feel that these might get some traction."

Offering Talent Emerson her datapad, he scrolled through and saw the ideas of universal brotherhood, resistance to the Broodlords, and the end of the Broodwar evinced through symbolism drawn from cultural analyses. Nodding, he said, "Good work, as always. You've always had a knack for the symbols. No wonder you've been paired up with me: you know how I am with them."

Faintly smiling, Corrina bowed slightly and said, "Thank you, sir. I'll work on refining them a bit, before you deploy what we have so far."

"Aye."

Corrina then left the room, and then Talent Emerson turned back to his console. Opening up his communications feed to Admiral Totes, he wrote to him, "It appears the Tosevites are too distracted by their bloodlust to have detected our intervention. If you are capable of protracting their conflict further and preventing large-scale destruction, our memegeneering may be able to take root, however we stress that this must be done as subtly as possible. First contact with the Tosevites is not recommended at this time, until we are capable of establishing a society more amenable to our presence."

It was baffling that the Tosevites were completely ignoring the Heraklean ships, but Admiral Totes was willing to take advantage of it. Shifting to using the mass drivers, the carts delivering nuclear warheads began suffering engineered “accidents.” Rock-slides and avalanches were particular favorites, though sudden sink holes, flash fires and other strangeness was not unknown. In one case, in the middle of a plain with no other options presenting themselves, a Heraklean warhead was detonated right on top of the cart, giving the appearance of a premature detonation and suggesting a highly unreliable detonation control to the natives.

*While the wars raged on Tosev, many of the larger and, therefore, more diverse Broods began to question the "natural disasters" that seemed to be happening. They were happening way too often to be natural so some of the more superstitious and paranoid blamed other broods for inventing weapons capable of such powers while others believed in was the work of their gods. Whatever the case may be some Broods actually had the common sense to look up and sure enough, using crude telescopes, they were able to see giant warships orbiting their planet. Again the more religious elements called it the harbinger of the end times but the more pragmatic Broodlords saw and opportunity in such a power. Tosevite honor and tradition demanded that instigators of a war be fought head on in honorable combat (honor being interpreted differently among the different broods). Many broodlords began uniting in preparation for an invasion of the planet's surface from those that wronged the Tosevites by interfering with their wars. This unification was not uncommon as Tosevite had a long, bloody history of enemies uniting almost spontaneously to take down a larger opponent. While it may seem like Tosev was uniting against the Herakleans it was only temporary. More than likely if the the spacefarers left the unified Tosev alliance would fall apart immediately.

Sighing, Talent Emerson contemplated his situation. He had supposed that the discovery of their intervention was an inevitability, but he had hardly expected them to suddenly unite in such a manner. Perhaps they did have a certain historical tendency to unite against larger foes, but even so he had hardly expected them to do so after almost having had wiped out the entirety of their own race out of genocidal hatred. Perhaps there was some advantage in working with a unified group, but the drawback of the Tosevites having become aware of their presence almost certainly outweighed it. Still, from further historical study, he noticed that such groups had a tendency to break up when the threat disappeared. Almost certainly he would have to hurry the deployment of the materials he had prepared to achieve any measure of success, but he did not suspect that it would be enough in the present situation.

After giving it some thought, he decided that only on thing would work: shock.

With that, he prepared a broadcast directed to the entirety of Tosev, using powerful communications signals to be broadcast to and overpower every single possible receiver on Tosev, from the smallest radio to the largest communications centers. Gone, at least for the moment, was subtlety: this message was meant to shake the society at its very core.

"People of Tosev: Your day of reckoning has already past, caused not by an act of the gods but one of mortals. Fire threatened to bathe your world a thousand times over, consuming your people and your works like a punishment from the great gods of yore. Some of you look up, and see the harbingers of the end, but the true harbingers are amongst your people, come long before us travelers from afar. But do look up, not at the skies, but at your betters: at your lords, your warriors, those who lead your Broods into battle! They have only scorn for their fellow people, and are guided by naught but their bloodlust. In your poverty, they prosper. In your tragedy, they triumph. In your subjection, they slaughter. And slaughter they certainly attempted, for none of you would have remained to hear this if they had free reign in their actions in the end of days. But the end of days has already come: today is the day after. In an act of ultimate grace we spared your people, so that you may remain to hate us. But is your hatred truly yours, or is it simply what is spouted endlessly by your leaders? Do you see more in life than wanton slaughter? Then your lords regard you as a traitor, an enemy, when all you seek is to preserve your people. If you cannot listen to your own conscience and reject the deceptions of your leaders, we can do no more. If it is self-annihilation you seek, it shall be self-annihilation that you shall ultimately receive."

Then, he turned his attention to Admiral Totes, and messaged him. "I recommend a withdrawal from the system. The message was designed, albeit quickly, for maximum impact, and our absence should plunge the Tosevites into chaos once again, as Tosevite history indicates that these large alliances dissipate with the threat. Chaos should aid our efforts: a united front against us will greatly impede the memetic engineering we would like to employ, and we will continue to our efforts of memetic engineering using stealth probes from a nearby system. Once we are gone, they should be less suspicious of anonymous communications and be more easily swayed against their leaders. There might be a risk of continued nuclear exchange, but any future crossfire should be relatively small scale and only expedite our efforts."

On Admiral Totes' orders, the taskforce began pulling out of the system. Having weighed the options, he decided the best course of action was to give the Talent Emerson his head. The program of memetic engineering he was pursuing likely would produce results more favorable to State anyways, even if the admiral felt Emerson might be trying to be too clever. After all, the Centauri had a lot more experience with this sort of thing than he did.

True to Emerson's word, it was not long before Tosev saw the first nuclear exchange. The last missiles of the Broods' silos were fired indiscriminately at enemy population centers, and millions of Tosevites were consumed in radioactive fire, all while frenzied legions of Brood Warriors clashed in a thousand Battles of Armageddon to gain hegemony once and for all without the interference of outside interlopers. Casualties mounted quickly, and an outside observer could reasonably expect that the Tosevites would wipe themselves out.

Which, to some extent, was intentional.

The fighting provided the perfect milieu for what would happen next: worldwide revolution. Emerson and his assistant Corrina Parrish had sown the seeds of discontent - volumes of Onebrood propaganda and symbolism by which a movement could identify. From a distance, Emerson encouraged communications between the discontent Workers of the different Broods, who for the first time experienced a war that gave them pause. Slaughter and bloodshed were normal on Tosev, but never on the scale that seemed to threaten the entirety of the Tosevite race. Before, each Brood could reasonably expect that when the fighting cleared, there would be the strongest Brood left alone, the Brood most fit to continue their race. Now, with the specter of mutually assured destruction looming over them, the opposite seemed to be the case: with the end of the fighting would come the end of the Tosevite race. For the first time they realized that when they fought, they all suffered. With the population having turned against their leaders and toward the idea of the Onebrood, it seemed to be the time for Talent Emerson to strike.

From a probe in deep space, Emerson sent out one word anonymously to several Tosevite networks - "Arise!"

It needed no explanation - the idea was in the mind of every Tosevite. Rebellion, spreading like wildfire, overcame each regime, one by one, but the despotic Broodlords and their vassal Warriors didn't go without leaving countless genocides behind them. Countless millions of Tosevites died, but when the new order emerged from the ruins of the ancient regimes, the bloodshed almost entirely stopped with the revolutionaries too weary of war and carnage to continue the fighting. Communication over the networks began once more, stimulated by post-war propaganda created by Emerson, and it is decided that the once disunited Broods of Tosev will unite to form the Onebrood, fulfilling the utopian ideal of inter-Brood unity that began when several disgruntled cultivators overthrew their Broodlords all those years ago. With it came a sense of mutual understanding and of a desire for peace - an end to the conflict that took the lives of billions upon billions over the course of millennia and seriously threatened the extinction of the Tosevites. The martial culture still exists, but in a diminished state - the Warriors are disdained for their role in the genocides and the Broodwar, and self-defense has become the primary focus.

The changes were codified at the Assembly of the One, a meeting of the Broods high in the mountain citadels of the Noki, who overthrew their Broodlord quickly and with little bloodshed, and were able to protect themselves from the worst of the fighting. Although the multitude of different Broods distrusted each other at first, ancient enemies put aside their differences and found themselves mutually bound by what came to be called the Oath of the One, promising an end to all hostilities between Broods, the establishment of a representative government to oversee all of the Broods, the abolishment of the caste system, and the beginning of a new era, one looking above towards the heavens from which their mysterious benefactors came. Of course, their ideas were not entirely original - many tenets of Peacekeeper Charterism have analogous elements in the Oath of the One, as encouraged by Talent Emerson. To seal their Oath, they etched the words onto their own chitin, a rite once used to swear blood feuds in the culture of the Warriors but now used to swear eternal peace.

A few months of peace pass. Order is restored to Tosev, and it is proven that the disparate Broods can pull together. Agricultural and industrial production skyrocket, communications networks expand to cover the entire planet, and a cultural Renaissance begins just as the a global culture emerges for the first time. Before long, the Noki discover a basic means of sending interstellar messages, and do so, urging Tosev's benefactors to reveal themselves so that the proper gratitude can be offered. The Governate obliges, sending Talent Zhang, who formally initiates first contact, and offers the Tosevites a wealth of civilian technology and aid to continue on their path of peace. The relationship becomes closer, and Talent Emerson continues his efforts of memegeneering to bring the Tosevite Onebrood memeplex closer and closer to the Peacekeeper memeplex of Charterism. It isn't long before the Assembly requests protectorate status within the Governate. With little hesitation, Lal accepts.

And with that, the Governate claimed its greatest memetic coup to date, as well as its first xenosophont subject race. To thank the Herakleans and Sacaens for their efforts in assisting the operation, Brother Lal offers both of them open access to Tosev and its inhabitants, as well as a wealth of cultural and memetic data gathered on the Tosevites.
