Following the recent discovery of the Stargate and incorporation of much of western Canada, numerous citizens of the UMNA have called for reforms and a clear government powers. In response, the Generalissimo has decided to create four new government agencies (Foreign Affairs, Economics, Development, and Internal Security) and has appointed civilian leaders to each of them, minus the Agency of Internal Security. He has amended the Constitution to state the exact powers of the government, marking the beginning of what he believes will be a gradual transition to civilian rule, with elections quite possibly next year or even sooner. Many have applauded his efforts, although most state they want to see him go fully through with reforms.
